No. This is a complete pre-assembled unit that bolts onto your existing axle or knuckle. Standard sockets and wrenches are all you need.

Does this come with a new rotor or brake hardware?

The assembly includes the hub only. You'll need to source your own rotor, pads, and caliper hardware separately if replacing those components.
