Does this cover have fog light cutouts pre-drilled?

No. This panel arrives as a solid piece—fog cutouts must be measured and cut during installation if your setup requires them.

Will this fit over my factory bumper or does it replace it?

This is a cover panel designed to mount over your existing bumper structure using factory attachment points. You retain the original bumper bar underneath.

Should I paint this before or after installation?

Either works. Many installers mount it first, then block-sand and paint in place for a seamless finish. raw FRP condition allows you to choose your timing and painting method.
