Yes. Unbolt the stock exhaust at the converter, bolt this on, and secure with hangers. No welding required. A jack, jack stands, and a wrench set will get you through it.

Will the tip rust or discolor over time?

Stainless steel resists rust far better than mild steel, but polished tips can develop surface oxidation from road salt and heat cycling. A quick polish every few months keeps the shine, but functional corrosion is minimal.
