Do I need to replace the receiver-drier or accumulator when I install this?

Best practice is to replace the drier at the same time — moisture builds up in the old one and will compromise your new condenser. Your AC tech will usually swap it during the recharge anyway.

Does this condenser come with hoses and fittings?

The condenser itself arrives ready to bolt in. You'll reuse your existing hoses or have your installer swap them if they're worn. New hose kits are sold separately if needed.

Can I install this myself or do I need a shop?

Mounting the condenser is straightforward — four bolts to the radiator support. The part that requires a shop is pulling a vacuum and charging the system with refrigerant; that needs EPA-certified equipment and gauges.
