The dress has buttons up the back of the neck with black fabric covered buttons. The belt is not included with the dress, but sold separately. 

The dress is in good vintage condition. There is some pulling at the neckline on the bead details from age. This is fixable if desired and as pictured, it is barely noticable when worn. It does not take away from the look of the dress.
